In nice settings, sometimes littering is normal and accepted. How to change this behaviour?

It’s hard to understand why littering is normal. There are bins 🗑 everywhere now but still littering is normal… It is sad to see this in such a beautiful part of the city, the river loop walk. We need the police to start giving fines for this behaviour!
